Media urged to shoulder social responsibility

ITANAGAR, Nov 16: 'Media has a big and responsible role to play in highlighting the social issues and challenges confronting the people living in rural areas', said Minister Water Resources Development & Geology and Mining, Kamlung Mossang while addressing a huge gathering of media persons from both print and electronic media besides, officials and staffs of Directorate of Information and Public Relations and others on the occasion of National Press Day being celebrated at Banquet Hall here on Wednesday.
While greeting the media fraternity on the occasion, Mossang said, 'It is a day to introspect media's role in ensuring an effective democratic system'.
Advocating the need of a responsible and free media in the country, the Minister further urged the state media to accord priority to its social responsibilities. "As our society is passing through a critical juncture sandwiched between the modernity and age-old traditions, I would suggest the press to attach top priority to its social responsibility, he said.
Referring to this year's National Press Day celebrations theme, 'Role of Media in Promoting Swachh Bharat Abhiyan', the Minister said that media is a powerful tool in changing people's mindset about cleanliness and making it a way of their life for a Swachh Bharat.
'The state's media has made much progress despite facing many challenges to its freedom and effective functioning,' he said and lauded the print media for highlighting many vital issues affecting the people of the state.
He further assured all possible support and cooperation on the part of the GoAP to the media fraternity.
Secretary Information and Public Relations (IPR), Talem Tapok appealed to the media fraternity to work in close coordination with the department of IPR. 'Though the state media is in a nascent stage, it has left a mark on the state's growth in all spheres. They have the onus of not only creating awareness on government's flagship programme but also educating the people on important issues like education, healthcare and national programmes like Swachh Bharat Abhiyan', he added.
Also present on the occasion as resource persons were PHE&WS Chief Engineer Toko Jyoti and Chief Municipal Executive Officer, Itanagar Municipal Council (IMC), Habung Lampung.
While making a power point presentation on Swachh Bharat Abhiyan, particularly on sanitation, Toko Jyoti urged the media to play a proactive role in disseminating awareness regarding maintenance of cleanliness in their day to day life.
In his address Lampung called upon the people to improve civic sense and cooperate with the IMC's efforts to make Capital Complex clean and hygienic to live in. He also said media playing a proactive role by creating more awareness amongst the people, the Swachh Bharat Abhiyan can become a success all over the state.
An interesting shadow play on Swachh Bharat Abhiyan was also presented by theater artist Riken Ngomle's troupe on the occasion.
Earlier in his keynote address, Arunachal Press Club president Chopa Cheda said that the Swachh Bharat Abhiyan could be translated into reality only if all the stakeholders including the media join hands to carry forward the programme in a mission mode. Addressing the gathering APUWJ General Secretary, Ranju Dodum said that role of media is often misinterpreted; the role of media is not just to highlight the work done by the government but to question what has not been done. 'A journalist should be highlighting the shortcomings of a democratic system and not just praise the government for its achievements', he pointed out.
APUWJ President, Amar Sangno also spoke on the occasion.
While Renu Bengde from East Kameng district was felicitated for supporting 25 orphans through her Kampu Hollen Orphanage, Techi Karda Tara of Sagalee in Papum Pare district was honoured for his contribution in Swachh Bharat Abhiyan as he since last several months has been cleaning Naharlagun area on regular basis.
The annual Himkai awards for both print and electronic media in three categories; human interest and political and investigative story, were also presented to the state's journalists.
Minister for WRD&GM, Kamlung Mossang presented the award to Appu Gapak, sub-editor of Arunachal Times in the Investigative story category. She also received the Himkai award in the political story category. Jackson Tayeng of the Eastern Sentinel was awarded in the political story category by APC President, Chopa Cheda while, Joon Taki of Eastern Sentinel received the award from Secretary IPR, Talem Tapok in the human interest story category. From the electronic media, Irani Sonowal of News 18 received the award from Deputy Director IPR, Obang Tayeng.
Among others present on the occasion were, Special Secretary IPR, Mitali Namchoom, officials and staff of the Department of IPR, AEMA, President Mukul Pathak, members of all print and electronic media, mass communication students of RGU.
Indian Badminton team manager Bamang Tago denied Chinese visa
NEW DELHI, Nov 16: The Secretary of Arunachal State Badminton Association (ASBA), Bamang Tago, who is the nominated manager of Indian Badminton team for the Thaihot China Open 2016 in Fuzhou has not yet received his visa from the Chinese Embassy.
"I have been in Delhi since November 10 but I have not been granted the visa. I am the manager of the Indian team and they are already there playing in the first round today but I am stuck here," Tago told PTI.
Tago's visa has been withheld on the ground of his being a domicile of Arunachal Pradesh. When an enquiry was made by the applicant along with BAI official Anand Kare on 14th November on the delay at the Embassy office, the response was "it needs approval from China", claimed Tago.
"My visa has been withheld on the ground of me being a domicile of Arunachal Pradesh which is totally a discrimination by China," Tago said.
Tago today sought the intervention of Minister of State, Home Affairs, Kiren Rijiju after he was denied visa to travel to Fuzhou for the ongoing China Super Series Premier badminton tournament. "I met Kiren Rijiju and sought his intervention. He told me he will look into the matter and enquire about it and get back to me. I am hoping something positive comes out," Tago added.
Tago was to lead a 14-member Indian team including players and officials on the invitation of Fuzhou Municipal Sports Bureau to participate in the Thaihot China Open 2016 in Fuzhou, Cangshan District in Fujian province from 15th November onwards. The office of Badminton Association of India (BAI) has submitted all required documents of the Indian contingents at Chinese Embassy, New Delhi for obtaining visas. All 13 members got their visa without any problem and they have left for Fuzhou on 12th November but without their Manager.
This is not for the first time that Arunachalee sportsperson has been denied visa by China. Earlier on several occasions Chinese issued stapled visa to Arunachalee citizen who wished to visit China. India does not recognize stapled visa and therefore do not allow them to travel.
"It has been 54 years since the Chinese aggression of 1962 and 70 years of India's Independence. The issue of Arunachal Pradesh remains unsettled because of the territorial dispute between India and China which has put the future of the Indigenous people of Arunachal in uncertainty," he said.
In 2011, a five-member karate team on its way to Quanzhou to take part in the Asian Karate-do championship was prevented by Indian immigration officials at IGI airport New Delhi for possessing stapled visa issued by the Chinese Embassy. In Jan 2012, a team of Arunachal weightlifters were prevented to board their flight for possessing stapled visas.
Further, in October 2013, two young archers from Arunachal Pradesh could not participate in the Youth World Archery Championship in Wuxi in China as Indian immigration officials prevented them to board the flight for the same reason.
"China has now become an important location for international sports events and will continue to host more in the future. In such a scenario, sportspersons from Arunachal Pradesh will be deprived in days to come for no fault of theirs," Tago said. (With inputs from PTI)
Mama Natung donates ambulance to District Hospital Seppa
SEPPA, Nov 16: Parliamentary Secretaries Tapuk Taku (Tax & Excise) and Mama Natung ((RD & PRI) flagged off an ambulance donated to the District Hospital Seppa by the latter in presence of jubilant doctors and other health staff here on Wednesday.
Speaking on the occasion, Mama Natung said that education and health are correlated and are very important sectors, without which we cannot survive. He urged the health staff to work in tandem and exhibit better work spirit while delivering health services to public.
Saying that doctor is second to god," he urged people to show respect to them.
Tapuk was all praise for Natung for the donation.
Informing that the state government has accorded top priority to education and health sectors, Tapuk urged the health officials to work sincerely, maintain team spirit and deliver health services to the satisfaction of the public.
He suggested the hospital authority to use the ambulance properly.
"The high mast light in the compound of the hospital has been installed and water supply to the dental surgery room provided as promised. Now it is the responsibility of the health fraternity to keep and utilise these facilities properly," he said.
He has also assured to look into the demands of the health department and pursue the matters with the concern authority.
DMO i/c Dr. Kopi Gyadi put forth the demands of health department of the district for early fulfillment, which included posting of adequate number of doctors, specialists, radiographers, lab technicians and other staffs, construction of residential quarters, supply of equipments, and others.

Orgs condemns brutal attack on NHPC official, demands immediate arrest of attackers
ITANAGAR, Nov 16: The Bengia Welfare Society (BWS) has taken serious note of the brutal attack on one of its clan members, Er Bengia Guma, Deputy Manager, NHPC Ltd, Dibang Hydro-Project, by some local youths at Roing on Tuesday night. Family sources informed that the victim was attacked and assaulted in his official residence, that too in front of his wife and children, without any provocation. The victim sustained grievous injuries on his head, neck and back. The prima-facie circumstances like entering in the residence at night hours with masked faces, group assault, armed with lethal weapons like iron rod, hockey sticks and stone which manifest the clear case of attempt to murder, the BWS stated.
The brutal nature of crime suggests that it was a pre-meditated cold blooded attack not on the victim alone but clan member in particular clan with malicious intent to disturb peaceful environment. The BWS strongly condemned the barbaric and unprovoked attack on Er. Bengia Guma and urged upon the law enforcing authorities to do justice to the victim by apprehending the perpetrators of the crime within 7(seven) days and unearth the truth behind the attack. The society further warned of dare consequences if attackers are not arrested within 7 days. The BWS also appealed everyone to maintain calm and cooperate with law enforcing authorities.
The Confederation of Service Associations of Arunachal Pradesh (CoSAAP) has vehemently condemned the inhumane attacked on Bengia Guma. Attacking the innocent employees has become very bad and regular practice in today's society, the association stated in a release. Further CoSAAP demanded for immediate arrest of the criminals and awarding of exemplary punishment as per the appropriate section and law of land.
The All Arunachal Contractor's Welfare Association (AACWA) has also strongly condemned the physical assault on Er Bengia Guma. AACWA strongly urged the district administration to launch manhunt to nab those miscreants and award them exemplary punishment. The Yachuli Constituency Employees Forum (YCEF) has also strongly condemned the attack on Er Bengia Guma. In a release YCEF stated that such heinous attack in front of family members grossly traumatizes the children and wife. The forum appealed for immediate needful action from the authority concern in this regard. They sought exemplary punishment to all culprits so as to maintain peaceful coexistence in the tribal society. In this hour, the YCEF stand with the victim's family and pray for speedy recovery of Er. Bengia Guma, they added.
Our Roing Correspondent adds: Idu Mishmi Cultural and Literary Society (IMCLS), All Idu Mishmi Students Union (AIMSU) and the Dibang Right Bank Idu Mishmi Cultural Society (DRBICS) have also condemned the assault on the official of the NHPC Dibang Multipurpose Project and demanded the administration to immediately apprehend the culprits involved in the crime.
SP Roing Sanjay Kumar Sain informed that the police have already sprung into action to nab the culprits. The culprits have not been identified yet but as per police sources, few suspects have already been rounded up for interrogation.
The SP urged people not to paint the incident with a communal colour.
The IMCLS said, "We have appealed to the administration and officer in charge to speed up the investigation process and book the culprits at the earliest.
The AIMSU has also rendered full effort on its part to find out the culprits calling the incident a cowardly act. They have also offered their sympathy to the family and have extended their hands for any kind of help required.
IIHR expresses willingness to offer expertise in horticulture
ITANAGAR, Nov 16: Chief Technical Officer of Indian Institute of Horticulture Research (IIHR), Bangalore, RN Pandey expressed his willingness to offer services/expertise of the research institute (IIHR) in horticulture development to Arunachal Pradesh.
Pandey, who called on Chief Minister Pema Khandu here on Wednesday, said that Arunachal Pradesh has immense potential in horticulture and, therefore, he foresees a viable partnership with the state government in this sector.
While informing the chief minister about various on going research activities of the institute for higher production and productivity, Pandey said that with scientific interventions, the institute has been able to breed tomato crops that give upto 15 kg per plant.
The Chief Minister admitted that though Arunachal Pradesh has lots of scope in horticulture sector the state is still unable to harness its true potentials.
Appreciating the gesture of the IIHR official, Pema assured to depute a team of officers from the state government to visit IIHR. He stressed on production of organic crops and expressed optimism that IIHR cab help Arunachal realize its vision of going cent percent organic.
1 injured in fire accident

ITANAGAR, Nov 16: A women was injured in a devastating fire accident that gutted three houses, including an OBT building, at Forest Colony near here on Wednesday around 12.45 am.
The injured Sorang Yai (30) was rushed to RK Mission Hospital for treatment.
All household items, including three bikes were reduced to ashes in the fire as fire tender reportedly arrived late.
Electric short circuit is suspected to have caused the fire but the actual cause of the fire were yet to be ascertained.
The members of the Bagang Abu Youth Welfare Society, who visited the spot and provided some relief materials to the victims, appealed the State Government to give immediately relief and necessary assistance for quick rehabilitation of the fire victims.
Councilor (ward-I) Biri Tugdo also visited the fire the victims and provided some relief materials to the victims.
The Arunachal Pradesh Youth Congress (APYC) team led by its president Jikke Tako and vice president Niglar Veo visited the victims and provided immediate relief materials. The APYC team will conduct social service for temporary arrangement for the homeless victims.
"Had the fire brigade team reach in time, the extent of the damage could have been minimized and some properties saved," the APYC said, and appealed to the concern department to remain alert and prepared all the time as the fire mishap is a common incident in the state during the winter season.
Meanwhile, the APYC appealed to the state Govt. to provide immediate relief fund and aid to the victims.
Lack of AU infrastructure irks GAF
ITANAGAR, Nov 16: The Members of Green Arunachal Foundation (GAF) led by its chairman Takam Tatung, recently visited the site of the Arunachal University (AU) at Pasighat town. They were appalled by the lackadaisical approach and apathy of the government of Arunachal Pradesh towards establishing the promised state university.
In a release GAF claimed that due to persistent pursuance of the then AAPSU president Takam Tatung and his team to rename the Rajiv Gandhi University to Arunachal University, the then government of Arunachal Pradesh under former Chief Minister Late Dorjee Khandu approved to establish an independent state university (Arunachal University) in 2011. Subsequently on 20th of January, 2013, foundation stone of the upcoming university was laid at Pasighat by the then Chief Minister Nabam Tuki in the premises of the Jawaharlal Nehru College.
It's pathetic and lamentable that the so much sought after and anticipated university is yet to be functional, the GAF added. Even the office buildings of the university, which probably is the pivotal necessity for any institution to start functioning, is yet to be constructed, least to talk of classrooms, departments and faculties. Woefully, the people of the state, especially the students, are being made understood to believe that there is a functional state university. They are under the wrong spell and notion that there exists an Arunachal University, the GAF lamented.
The Green Arunachal Foundation (GAF) has ardently urged the government of Arunachal Pradesh to look into the matter and fill the shortcomings at the earliest, before all the hopes, aspirations and expectations of the students nurturing to pursue higher education in the state are washed away. The foundation demanded urgent construction and establishment of the Arunachal University as promised by the state government. There are many brilliant students in the state who are unable to venture out of the state due to financial constraints. The establishment of a state university is therefore of utmost necessity and importance in the present situation which surely would solve most of the predicaments of the local indigenous students of the state, they claimed.
45-Hayuliang Bye-Election - Bonus or Brickbats

The November 19 bye election is a result of an untimely death of Kalikho Pul, who is suspected to have committed suicide after some months as the chief minister. His continuance in the chair was held unconstitutional by the Supreme Court.
The 45-Hayuliang Assembly Constituency, which covers entire district of Anjaw with seven administrative circles, was a part of Tezu-Hayuliang Constituency till 1995. Late Kalikho Pul, represented the constituency for more than twenty years.
The constituency is famous for 2-voter polling station, called 52-Malogam. Johelum Tayang (M) and Sokela Tayang (F), husband and wife, are the voters. It would probably become 4-voter polling station after the next revision because Johelum's daughter and son have also applied to be registered. What is interesting is that the husband and wife have been voting, since 2004, in a place called Dinglang by setting up polling station in this place. Dinglang has a separate polling station. And, it is happening before the eyes of the district election officials.
In the first elections in 1978, Sobeng Tayeng of Janata Party was elected by defeating a PPA candidate, Yiasan Minin.
Khapriso Krong, once a powerful minister in Gegong Apang Ministry represented the area till 1995. He was elected twice (1980 and 1984) as INC candidate, and once (1990) as an Independent candidate. Khapriso's popularity was such that the then chief minister Gegong Apang became nervous and projected a young leader, Kalikho Pul, as his opponent.
Kalikho Pul may have caught the eyes of Gegong Apang when he was the general secretary of Indira Gandhi Government College, Tezu. Late Pul retained the post for three consecutive terms.
In the fourth Assembly elections in 1995, Kalikho Pul made his first electoral debut as an INC candidate. He won comfortably with 67 per cent votes, and defeated one of the tallest leaders of Lohit, Khapriso Krong
Since 1995, Pul had been winning the 45-Hayuliang with comfortable margins. There was no real challenge to his candidature or leadership except in 2004, when Khapriso Krong gave him a tough fight on the issue of shifting of district headquarters from Hayuliang to Hawai. Pul originally belongs from Walla village of Hawai.
Shifting of offices has not been completed till the present day. Although office of the Deputy Commissioner, who happens to be the returning officer, is located at Hawai, all elections related activities are being carried from Hayuliang. More interestingly, office of the Superintendent of Police is located in a place called Khopa, at a distance of around nine kilometres from Hayuliang, and around sixty kilometres from Hawai. Arrangements look to have been made to please voters from both the places but at the cost of conveniences of the officials.
What added to curiousness of the bye-election were the controversies surrounding nominations or selection of candidates for the elections. Congress party nominated a government official (Chief Engineer PHED and WS), Lapalum Kri, even when his VRS was not accepted by the competent authorities. The BJP did nominate Dasanglu Pul, the third wife of late Kalikho Pul, even before she formally joined the party.
Indian National Congress even resorted to protests in the forms of rally and hunger strike when the government did not approve Lapalum Kri's VRS application.
In the fray are Yompi Kri, the second wife of Lapalum Kri and Dasanglu Pul, Kalikho Pul's third wife. Both have passed class XII in National Institute of Open Schooling.
Insider versus outsider is an issue. Lapalum Kri, who although originally belongs from Manchal circle of Anjaw, has almost permanently settled in Wakro circle under Chowkham Assembly Constituency, which is presently being represented by Chow Tewa Mein, brother of the deputy chief minister. His wife, a contesting candidate, is from different community. Both are not registered as voters in the 45-Hayuliang Assembly Constituency.
It is learnt that Lapalum Kri is openly campaigning in support of his wife, without bothering disciplinary actions by the government. "Where does he get the strength?" asked a voter. Probably he has an understanding with some of the heavy-weight political leaders.
Insiders say that Lapalum Kri, whose brother, Karikho Kri, was two-time MLA from Tezu, "had intended to contest against Chow Tewa Mein". He prepared the ground by "involving himself in the last 2013 panchayat elections" and tacitly supported some candidates against the official candidates of Tewa's party.
Pul's supporters are unanimous that 'invasion' from outside "will not be tolerated". They maintain that at least Mrs. Pul should have been elected unopposed on 'compassionate consideration' by citing instances of uncontested elections of Yari Dolum, Nyani Natung, Gum Tayeng, and Pema Khandu. Kri's well wishers replied back by saying that when there is no unanimity within Pul's family, expecting sympathy from others would be politically incorrect.
It may be recalled that Pul's first wife gave a declaration in print media about her intention to contest the bye-election "to fulfil the dreams of my husband". She neither was physically present in the station nor was her residence allowed to be used by the third wife.
There is no denying the fact that developmental initiatives by Kalikho Pul are profoundly visible in entire Anjaw district. It would be difficult even for his political opponents to disagree with this fact. However, supporters of Yompi Kri are not in the mood to listen saying that Pul's leadership was "dominating" and his initiatives "lopsided". They cited a case of defeat of Dasanglu Pul's father as ASM candidate from Sarthi village of Wallong circle in 2013.
In an ironical political drama, Kri's supporters are asking some uncomfortable questions to the family and supporters of Mrs. Pul. "What happens to Mere Vichar of late chief minister?" A Pul's supporter, however, replied with a bit of sarcastic remarks, "Those who did not even attend late Pul's death rituals do not have to worry much".
The former governor of Arunachal Pradesh, JP Rajkhowa, said that the former chief minister had left behind "secret notes", the contents of which can cause "political tremor" in India. A leader from Anjaw has revealed that the notes might contain explosive details about "political dealings" and "judicial management".
It is a rare scenario for the chief minister to visit an Assembly Constituency twice to campaign for a candidate. Pema Khandu not only did it but also deputed two of his confidants -Phurpa Tsering and Jambey Tashi - to campaign for Mrs. Pul.
What could be the reason(s) that the chief minister became so 'serious' on electing a BJP candidate. Was he afraid of the contents of the Mere Vichar? Was it an exercise of his repentance? Or is it an act to bring some bonus for the state by gifting Modi with a seat from the last frontier of India? The state is reported to be in financial deficit to the tune of some 3700 crores.
Whatever may be the result, the outcome of the bye-election could bring in some politically significant changes in the state. If the BJP candidate wins, Modi and his party could claim that the victory is an outcome of his fight against black money and corruption. The party could easily shout that Modi's demonetization policy is popular even in the villages bordering China.

PASIGHAT, Nov 16: Upper Primary School Romdum and GSS Kiyit won the girls and boys football titles respectively in the first Annual Upper Primary School Level Games & Sports Meet-2016 organized for UPS of Mebo Sub-division at Govt. Sec. School, Kiyit playground on Monday.
Upper Primary School Romdum beat Kashturba Gandhi Balika Vidyalaya, Kiyit 1-0 and GSS Kiyit thrashed Don Bosco, Mebo 4-0 in the finals to win the titles.
UPS Borguli and UPS Silluk won the best disciplined team awards for boys and girls respectively.
Individual prizes, "Best Player', "Best Goalkeeper", "Golden Boot" were also awarded to the winners.
Addl. Dy. Commissioner, Mebo Yemling Tayeng, who witnessed the final matches, encouraged the young students to play sports besides their regular academic studies. He advised them to refrain from bad habits, like consuming tobacco, alcohol and rugs etc.
District Olympic Association, East Siang President Tamat Gamoh advised the students to maintain strict discipline, saying that discipline was the main mantra for success in life.
District Football Association President General Jamoh assured to provide footballs and volleyballs with nets to the schools.

Gram Sabha with a proper quorum was the culmination of one day brainstorming session and three days field training on participatory planning process under MVMDP conducted by SIRD, Itanagar in collaboration with CO-cum-Member Secretary and Anchal Samities of Gangte CD Block.
Balo Soping, Anchal Chairperson has motivated the Anchal Samiti Members and GPDC members of 11 Gram Panchayat to attend the 4 days programme with full sincerity and dedication.
Gumku Taku, CO-cum-Member Secretary with Panchayat elected leaders led the participants along with Resource Person of SIRD in entire field training on baseline Survey and PRA exercise including transact walk.
The Situation Analysis reports were represented before the Gram Sabha where water scarcity in lapte village, absence of teachers' quarter and toilets, Gram Panchayat Office, CC footpath between intervillage and households, lack of proper road communication, electricity, and telephone or mobile networks, etc. was indicated as major problems of Gangte Gram Panchayat.
From these reports, much needed and urgent, which can be implemented under 14th FC allocation and MGNREGA was prioritized and approved on majority after the discussion in the Sabha.
Training on 'Role of Cooperative in Sustainable Development and Growth' held
ZIRO, Nov 16: A day-long training on the 'Role of Cooperative in Sustainable Development and Growth' was organized by the District Cooperative Union, Ziro in the conference hall of the All Weavers Federation Ltd, here on Nov 14 last as part of the 63rd National Cooperative week celebrations.
In his inaugural address, SDO, Mokar Riba said that sustainable development is possible through cooperative efforts. In Arunachal Pradesh, Ziro has still kept alive the cooperative spirit and many cooperative societies of this area till date are functioning profitably, he said adding that cooperative societies help build a cohesive society as members have to be in constant touch for its functioning.
DACO, Dagi Angu dwelt at length about the society registration under NGOs for charitable work under the society's registration Act, 1960 and cooperative society register under Act, 1979 which is for profit making entrepreneurship development on cooperative basis.
Later during the technical session, DRCS Gyati Kobing spoke about the management of cooperative society and business development while, ARCS Hage Komo briefed about the cooperative account and book keeping to the trainees.

ITANAGAR, Nov 16: Kurum Kumey VFC trounced Officer Club RGU 7-0 in the 4th State Level Veteran Cup Football Tournament on Wednesday.
Tagru Talin of Kurung Kumey was declared 'Hero' of the match.
Earlier, Laba FC defeated Siang Highlanders 2-1 in the first match of the day.
The 'Hero' of the match was Tadar Tanam of Laba FC.
The third and last match of the day was played between Balijan FC and NUFC, in which the latter defeated the former 3-2.
The 'Hero' of the match was Techi Tado of Balijan FC.
District level Arm Sports Championship
AALO Nov 16: Bomi Bam and Kayi Yomcha won the "Champion of Champion" titles in Senior Men's and Women's category respectively in the first two days District Level Arm Sports Championship organized by West Siang Arm Sports Association (WSASA) at Gumin Kiin on Nov 15.
Kirba Lollen and Dayir Ango were the winners of "Champion of Champion" titles in Junior Boys and Girls category.
The four title winners have been selected to represent the district at the state level championship in various weight categories.
MLA (Aalo East) cum Chairperson APEDA Jarkar Gamlin, who inaugurated the championship, appealed to the youths of West Siang to take keen interest in games and sports as it has now become a career for many after the state government enhanced the sports quota to 10 percent.
He also appealed to the association to explore the hidden talents in far flung areas so that they too get chance to take part in such competitions.
The primary aim of this game was to expose the sports talents of the district and give them exposure at the State, National and international level, said Tumto Loyi, DASO.
WSASA president Bomi Bam spelt out the aims and objectives of the Arm sports championship.

Tallang-Hira Volleyball, Cultural and Literary prog. begins
ITANAGAR, Nov 16: The Second Tallang-Hira Volleyball and Cultural cum Literary programme organized by All Nyishi Students' Union (ANSU) to mark the 25th (Silver Jubilee) death anniversary of Lt. Biki Tallang and Lt. Kabak Hira was inaugurated by former MP Takam Sanjoy and Director of Sports Tadar Appa in the union's office premises here on November 16. Both Sanjoy and Appa delivered few piece of advice to the participating youths.
Over 400 delegates from six districts are participating in the programme.
15th Tadar Tang State Level Football C’ship from Dec 17
ITANAGAR, Nov 16: The 15th Tadar Tang State Level Football Championship 2016 is going to kick start from 17th to 27th December 2016. This was informed by Arunachal Pradesh Football Association General Secretary Kipa Ajay on Wednesday. Tadar Tang State Level Football Championship is one of the major state calendar tournaments being funded by the state government.
To ensure participation in the championship the team has to submit its entry before 5th December next, APFA said in a statement. It further informed that APFA is conducting state referee first class examination under the guidance of All India Football Federation (AIFF) on 9th December 2016.
Nine-year-old boy rescued
ITANAGAR, Nov 16: A 9-year-old boy working in a hotel in Yazali was rescued by Deputy Director (ICDS) -cum-DCPO C Tangjang and Yazali, Police Station OC, Apa Phasang on Tuesday based on information received from Childline, Itanagar.

Oil companies to accept old currency notes
ITANAGAR, Nov 16: In the wake of demonetization of old currency notes, the Oil Marketing Companies -- Indian Oil Corporation Ltd(IOCL), HPCL and BPCL on Wednesday assured the people that old currency note of Rs 500 and Rs 1000 for all fuel and related products will be accepted by the petrol pumps and LPG distributors till the midnight of November 24. In a statement IOCL, Arunachal state level coordinator also stated that three oil companies re-assured the customers regarding continuous availability of all petroleum products from their outlets. It appealed to the customers to extend full cooperation to the outlets.
'Demonetization creates chaos and panic'
ITANAGAR, Nov 16: All India State Government Employees' Federation (AISGEF) has said that the decision of the central government to demonetize the existing Rs 500 and Rs 1,000 currency notes created chaos and panic among common people.
In a press statement, the employees' federation stated that the Government has miserably failed to replace the old Rs.500 and Rs.1000 notes with new ones after its scrapping due to which people are facing great problem.
"The problem faced by the people across the country due to shortage of smaller denomination notes is aggravating day by day. The entire economic system in the country is totally disrupted. The people could not purchase essential commodities from the market due to the shortage of low value currency," the press statement said.
The alternative arrangements made by the Government have not been proved effective so far. The long anxious and frustrating wait by the people out side the banks and ATM is continuing.
All India State Government Employees Federation strongly appealed to the central government to take urgent steps to ensure that the common men were not burdened by its decision to discontinue old Rs 500 and 1000 notes, and take urgent measures to disburse the November salary of the state employees and teachers in the country directly in cash with lower denominations.

Court notice to AAPSU
ITANAGAR, Nov 16: The Court of Civil Judge ( Sr Division), Yupia on Wednesday issued a notice to All Arunachal Pradesh Students Union (AAPSU) summoning the apex students union to appear before court on Thursday (November 17) over alleged debarring of the students of Arunachal Law Academy (ALA) for casting vote in ensuing AAPSU Election 2016. The court in its notice questioned AAPSU why the injunction order may not be passed as prayed by plaintiffs.
The court further asked the union to appear in person or by duly authorized pleader to answer the material therein without fail. It is said a petition was filed by one Tang Dada on behalf of ALA students challenging AAPSU's decision to debar the students of private institution from casting vote in AAPSU election 2016.

AALO, Nov 16: The Lok Adalat held in the District Court, Aalo on Saturday last disposed seven criminal compoundable and eight money suit cases involving Rs. 19,58,786.
Cases which could not be disposed off due to absence of victim/complainant/respondent or unwillingness of the party to settle the case in the Lok Adalat have been referred to next Lok Adalat/regular court for necessary step as per law. DIPRO
Road improved
YINGKIONG, Nov 16: The stretch of road from Lower Market T-Point to BRTF office complex, which was in extremely bad condition and remained unattended for the last 15-20 years, has finally been renovated.
The road has been paved with cement concrete by PWD, Yingkiong.
Since BRTF is one of the main beneficiaries of this improved road besides public, the Commander of 761 BRTF SK Pradhan has appreciated Yingkiong Deputy Commissioner for arranging the repair works on fast track manner.

DC cautions absentee officials
AALO, Nov 16: West Siang Deputy Commissioner Gamli Padu has given specific instructions to the Head of Offices to initiate stringent action against absentee government officials and hold up their pay and allowances for the period of absence.
Deputy Commissioner Padu during his visit to EAC, BDO, CDPO and other offices in Liromoba to check the functioning of offices found many of the government officials out of station for long while some offices didn't maintain proper attendance registers.
Expressing anguish over such negligence and dereliction of duty, the DC gave specific directions to all officials to stay in their respective places of posting and discharge duty with responsibility. DIPRO
GSU resents hydel project inauguration
ITANAGAR, Nov 16: Galo Students' Union (GSU) has expressed its strong resentment over inauguration of the 2X1 MW Liromoba small Hydel Station, saying that the local MLA and the Department of Hydropower Development will solely be responsible for any failure of the hydel station.
Raising doubt over functional ability of the hydel project, which is still under CBI scanner along with a pending court case, the GSU had strongly opposed the inauguration of Hydel project until the pending issues involving it were settled.
The students' union, however, welcomed the assurances given by Minister of State for Home Kiren Rijiju and Parliamentary Secretary Education Bameng Felix for development of Liromoba Assembly Constituency. Meanwhile, GSU criticized the local MLA for failing to initiate for posting an allopathic doctor in Primary Health Centre (PHC) under Liromoba..
This is an utter failure of the local MLA that the hospital is running without an allopathic doctor since last 4-5 years, GSU said and urged the local MLA look into the matter seriously.
Over 200 benefit from outreach camp on diabetes
YUPIA Nov 16: In all 222 individuals were screened for diabetes, hypertension, obesity and other diseases during an outreach screening camp for diabetes and other NCDs which was conducted by the district NCD cell, District Health Society (NCD) Yupia at the 1st APP Bn Chimpu on the occasion of World Diabetes Day here on Wednesday.
A team of doctors led by NCD clinic TRSH Specialist, Dr. Radhe Natung and Dr. RR Ronya attended to the patients.
Commandant, T Karga, assistant commandant, D K Thungon, Inspector, L Brah, Police volunteers, staffs of NPCDCS, IDSP and NTCP and the medical officers in-charge of Doimukh, Chimpu and Chiputa were also present on the occasion. (DIPRO)
MLA emphasizes need of quality education
YINGKIONG, Nov 16: MLA Olom Panyang has emphasized on the need of quality education and urged the teaching fraternity to perform their duties with dedication and sincerity.
He was addressing the teaching faculty and students of Govt. Model College, Geku during a function organized as part of the College Day celebrations here on Nov 10 last.
Panyang further assured to extend all out support and co-operation for growth and development of the college. While responding to a memorandum, he announced sanction funds for construction of two semi OBT hostel for men and women each from MLALADS.
The college's Principal, Kuku Panyang in his address, briefed on the basic problems of the newly established Model College.

STEP organizes health camp
ITANAGAR, Nov 16: The Standing Together to Empower People (STEP), a Naharlagun based NGO, with support of Non-Communicable Disease Cell of the State Govt under National Health Mission has organized a health check up camp on the occasion of World Diabetes Day at Gurudwara premises Naharlagun on Nov 14 last. The Day also coincided with Guru Nanak Jayanti.
Around 200 people including women above 30 years of age were benefitted from the health camp wherein a team of doctors conducted, Body Mass Index screening, blood sugar and blood sugar test. Fifteen per cent of the people who participated in the health camp were found with high BP and Blood Sugar and they were referred to Tomo Riba State Hospital, Naharlagun for further treatment. Those who were found with alarming body mass index were also advised to take up physical activities to keep their body healthy.

The brutual assault on NHPC official Bengia Guma at Roing town allegedly by local youths once again exposes the horrific side of Arunachal. In today's world of rapid technological advancement, smart phones have become a necessity.
Students have replaced dictionaries and exam preparation books with apps in their
phone. Department officials have tagged WhatsApp as the official getaway vis-
However, it’s very disheartening to witness our own brethren involved in stealing mobile phones in the disillusion of making short term financial gains. It so happened, that my younger brother was walking down the MLA cottage road when three motorborne thieves physically assaulted him and took off after snatching his mobile phone. It’s been three weeks since the complaint (IMEI no. attached) was filed at the Bank Tinali PS. After repeated visits, when I lastly got the fortune to talk to the concerned officer, it was painful to learn that the law enforcing agency had stopped investigating such cases.
And to put it in the words of the officer "unless you put grave charges and tag your missing mobile along with it, nothing can be done about tracking it". It should also be noted that similar sporadic incident have been reported from shopkeepers involving theft of mobile phone by three motor borne assailant in the banquet hall area.
It is understandable that the police department is understaffed having to cater to the heavy crowd due to sudden demonetization. However, such instances of missing mobile phone cannot be altogether considered trivial. Their reluctance to investigate the matter is sending a wrong message to the society and to the disillusioned youths who can be reformed from stealing. Hope many people whose applications regarding lost phones have been dumped in thanas will get a positive response from the concerned authority in the near future.

This is in reference to the article published in Reader’s Forum column of your esteemed daily on dated 15th November 2016 under the headline "Delay in declaration of results". This is to clarify that the Arunachal Pradesh Public Service Commission (AP PSC) is not responsible for delay in declaring the result of the Interview of the Assistant Professor in the department of Economics for Government Colleges of Arunachal Pradesh, conducted on 28th of September 2014.
The ground reality is that Hon’ble High court has interalia directed the Commission to keep the result of those candidates in a sealed cover until final disposal of WP[C) No. 433/2013, and WP(C) 197/2014.
As against the Order/ direction of the Single Judge in the said writ petitions, some
selected candidates vide WA NO. 21/2015 and WA NO. 20/2015 has preferred an appeal
in the Gauhati High Court which subjudiced for final disposal by the Hon’ble High
court. It is for all to see that Commission or any other institution has no role
in listing or non-

Dear Editor,
I being a Class IV registered contractor under Public Work Department would like to request the higher authorities to allow the small contractors to take part in tendering process involving above Rs.50.00 Lakhs to Rs.1.00 crore within the territorial jurisdiction of their respective assembly constituency.
With an aim to provide incentives to ensure greater participation by district based entrepreneurs and professionals and as a part of government policy for facilitating decentralization of developmental activities “The Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentive, Development and Promotional) Act, 2015 was notified during April 2015. It prescribed the eligibility of contractors for participation in tender process. 1. Upto Rs.50.00 lakhs: All registered contractors in Class V and IV categories domiciled within the territorial jurisdiction of Community Block. 2. Above Rs.50.00 lakhs to Rs.1.00 Crore: All registered contractors in Class IV and Class III categories domiciled within the territorial jurisdiction of Assembly Constituency. But in reality no tender works were provided to the contractors yet as per the provisions of the Act.
Therefore, I would like to request the state Govt to designate an officer or constitute a panel for evaluation and monitoring the implementation of the provisions of the Act effectively to ensure greater participation of district based entrepreneurs and professionals in developmental activities.
